Tunnel and Expressway Operation >
- To provide friendly, courteous and efficient service at all times
- To operate sufficient toll lanes at all times
- To maintain the response time to any vehicle breakdown, traffic accident or any incident inside the tunnel tubes not more than three (3) minutes
- To maintain an average time of no more than six (6) minutes for removing an immobilized vehicle from the scene of an accident or incident within the Toll Area
Equipment maintenance

- To keep during any 5-minute period the average concentration level of carbon monoxide below 95 ppm, nitrogen dioxide below 0.95 ppm and visibility below an extinction coefficient of 0.005 per meter in the tunnel during traffic at an average speed of 60km/hour or above
- To maintain tunnel lighting in service not less than 99%
- To minimize disruption to traffic flow when undertaking regular tunnel and expressway maintenance
